Connecting to control Encoder-Modulator

I have a trouble connecting to control panel for hdmi modulator, it's hosted via VLAN in different network, mine is 172.16.10.0/24, and the modulator's network is 192.168.0.1/24, as for routing I have simple cisco gateway with static routes to both ends, I tried OSFP protocol, nothing helps, what could be a problem?
